Jack Guinan is President and Chief Technology Officer of POC Network Technologies Inc.. An innovative and decisive technology strategist, Mr. Guinan has more than 15 years’ experience leading the deployment of pioneering information technology products and services for private and public, startup and established technology-oriented health care companies.
As co-founder and board member of Medical Containment Systems, he pioneered electronically connecting physicians with pharmacies, and successfully addressed severe communications challenges presented by the changing requirements of HMOs and insurance companies.
After negotiating ProxyMed’s acquisition of his company, Mr. Guinan assumed the responsibilities for managing all technology and information systems for ProxyMed’s retail and mail order pharmacies. As Vice President of Information systems, he built a technology infrastructure and developed pioneering products that revolutionized healthcare market space. Mr. Guinan also transitioned ProxyMed from being a highly automated pharmacy operation to being a one-stop provider of software and electronic data interchange services to the healthcare marketplace. After becoming President of the eHealth Division, he set strategic direction and led all system and infrastructure development for transition into web-based services that created a one-stop Web services portal for physicians.
As CTO and Executive Vice President of ProxyMed, Mr. Guinan introduced a broad suite of new product offerings and directed the rebuilding of ProxyMed.com and MedUnite platforms to create the ProxyMed.net Web portal, a true one-stop resource for 5,000+ physicians. He led the development of an HIPAA-compliant transaction platform that handled nearly 1 billion transactions annually. He also spearheaded a fast-track compliance initiative that brought all EDI transaction platforms, end user products, and corporate systems into full compliance with stringent HIPAA and Sarbanes-Oxley regulations.
Building on his successes at ProxiMed, Mr. Guinan became an affiliated consultant with Point of Care Partners (POCP) in 2006. In this capacity, Mr. Guinan works with consultants from POCP primarily in the areas of e-prescribing, prior authorization management and chronic care management. He works with pharmaceutical companies, managed care organizations and other healthcare stakeholders. He is a key member of PNT’s executive management team and played a leading role in developing the corporate vision, formulating strategic operating and market plans, and guiding technology direction for product development and corporate infrastructure.
Mr. Guinan earned a bachelor of science in computer science and a law degree from the University of Miami, Florida. He is an active member of the Florida Bar Association, the National Council for Prescription Drug Programs and the Healthcare Information and Management Systems Society (HIMSS).
